Said it before, will say it again: When she really, truly smiles, it is such a beautiful sight.
Garrus is definitely, by FAR, Number One in the romance subplots in the entire game series.
I think you are right: Shepard saves those smiles only for her turian friend.
I have to try Tali's romance, but I have to agree with you: Garrus romance is one of the best in the game!
And even expressing her feelings in a physical way shows how much she cares about Shepard. As she said herself, a kiss could put her in the hospital.
While the Goodbye scenes in ME3 (youtubed 'em...dammit, I've got to get the third game sooner or later...) has Garrus firmly in first place for me because it was the only one that actually got me to shed tears, Tali's was also very emotional.
Again, because I cannot emphasize it enough, Tali is ADORABLE.
If you haven't, make sure to speak to Kelly Chambers immediately after recruiting Tali if playing as a Male Shepard. The Yeoman would have something interesting to say regarding that Quarian.
